Voice advocates had hoped that listening to Indigenous views would lead to more effective delivery of government services and better outcomes for Indigenous lives.Accounting for only 3.8% of the population, Indigenous Australians die on average eight years younger than the wider population, have a suicide rate twice that of the national average and suffer from diseases in the remote Outback that have been eradicated from other wealthy countries.The Voice would have been the first referendum passed since 1977 and the first ever to pass without the bipartisan support of the major political parties.。　　日前，生态环境部会同自然资源部、住房城乡建设部、水利部、农业农村部、国家林草局联合印发《生态保护“十五五”规划》（以下简称《规划》），明确了“十五五”时期生态保护工作的总体要求、目标指标、重点任务和重大工程。　　《规划》强调，坚持以习近平新时代中国特色社会主义思想为指导，全面贯彻习近平生态文明思想，牢固树立和践行绿水青山就是金山银山的理念，以提升生态系统多样性稳定性持续性为目标，以持续深入推进生态系统优化为导向，以强化生态保护与修复监管为主线，推进山水林田湖草沙一体化保护和系统治理，增强生态系统韧性，全面加强生物多样性保护，加快建立智慧高效现代化生态保护与修复监管体系，构建从山顶到海洋的保护治理大格局。　　《规划》提出，到2030年，生态空间格局持续优化，生态质量稳步改善，生物多样性丧失趋势得到有效缓解，优质生态产品供给更加丰富，生态系统多样性稳定性持续性不断提升，生态保护与修复监管制度进一步完善，国家生态安全得到有效保障。展望2035年，智慧高效的生态保护与修复监管体系全面建立，生态治理体系和治理能力现代化基本实现。　　《规划》部署了持续优化生态空间格局、统筹推进生态系统保护与修复、全面加强生物多样性保护、强化生态质量监测评估、严格生态保护监督执法、健全生态保护保障体系、深入推进生态文明示范建设等7方面重点任务，提出了生物多样性保护、生态监测与评估能力提升、生态治理数智化能力提升等重大工程。　　《规划》要求，完善部门协同、央地联动、区域共治的生态保护工作机制。国家各有关部门按照职责分工协同推进，形成生态保护工作合力。
